Will the government adopt the foreign-worker shortage sector list by 31 December 2026?

The Interior Ministry has sent out a draft regulation that would let employers in about 20 labour-shortage sectors bring in up to 2,569 foreign workers next year, with opinions due by 13 November. Trade unions warn it will push wages down; the economy ministry says these sectors have confirmed shortages.
